A Legacy of Service and Advocacy: Scott Shults Recognized in Ian Dunlap’s Honor

Scott Shults’ “aha” moment came while preparing for his role as president/CEO of Riverways Federal Credit Union. After transitioning from banking, he immersed himself in learning the credit union structure, mission, and purpose, quickly realizing many long-held assumptions were wrong. What he found instead was a movement rooted in service, community, and people-first values.
“The deeper I got into this movement, the more inspired I became by the genuine purpose behind credit unions—serving people, strengthening communities, and putting members first,” Shults said.
That realization sparked a commitment to advocacy that continues today and led to Shults receiving the 2026 Ian Dunlap Advocacy Award. Named in honor of the late Ian Dunlap, former executive director of the Missouri Credit Union Association, the award recognizes exceptional leadership and dedication to advancing Missouri credit unions. Shults was honored Feb. 11 during Missouri Day at the Capitol in Jefferson City.
A consistent and trusted voice for the movement, Shults believes effective advocacy is built through year-round relationship-building, not just formal legislative visits.
“For advocacy to truly be effective, we must recognize that it isn’t something we do only during a legislative session or around one or two key meetings each year,” he said. “Real advocacy requires showing up consistently, all year long.”
That approach proved critical during the Don’t Tax My Credit Union effort, when Shults made multiple trips to Washington, D.C., to meet with House Ways & Means Chairman Jason Smith. Those long-standing relationships helped elevate credit union voices during pivotal discussions.
“Facts and policies matter, but personal stories are what help legislators connect on a human level,” Shults noted.
At home, Shults’ leadership has driven meaningful impact through Riverways’ first-time homebuyer and auto lending programs designed to remove barriers for rural Missourians. While not unique, these efforts address real needs and help ensure underserved communities are not left behind.
Guided by integrity and service, Shults prioritizes empowering staff to better serve members, creating trust, loyalty, and long-term success. His dedication reflects the values Ian Dunlap championed throughout his career.
