In the credit union world, few individuals embody the deep spirit of service and integrity quite like Harold Rowe. A longtime board member at Cy-Fair Federal Credit Union, Rowe has been named the 2025 Volunteer of the Year for his dedication and transformative impact—not only on his credit union, but across his community.

Rowe has served on the Cy-Fair FCU Board of Directors for more than two decades, holding roles as chair (three times) and currently serving as vice-chair. Under his leadership, the credit union has seen extraordinary growth, from $70M in assets to $365M in assets. His people-first approach earned him the affectionate title of “Mr. Customer Service,” a nod to the warmth, kindness, and respect he brings to every interaction.

Gale Parker, a Cy-Fair FCU board member wrote that Rowe is professional, personable and brings a wealth of knowledge to every meeting. “Harold Rowe is the gold medal standard for credit union volunteers,” Parker said. “He is respected by everyone and often the go-to person with questions or advice, a true gentleman.”

Rowe has been an active credit union advocate, supporting and representing the movement in Austin and Washington, D.C. Through his participation in the Governmental Affairs Conference, he’s voiced concerns, shared ideas, and helped legislators and regulators understand the unique role credit unions play in empowering members financially.

Rowe’s long career in education, including his role as associate superintendent at Texas’ third-largest school district, demonstrates his deep commitment to community and service. In 2014, he was recognized as among the “most influential” honorees for his significant contributions to the school district. And in 2020, the district named a middle school in his honor, cementing his legacy in the lives of thousands of students and families. He continues to be a steadfast supporter of his community and continues to celebrate district milestones.

Prior to his career in education, Rowe held various IT and management positions in the aerospace, manufacturing, and mortgage lending industries.

Rowe also lends his time to Meals on Wheels and AARP’s tax assistance program, where he prepares taxes for seniors. Rowe has always been a champion of people, whether through guiding students and educators in the school district or advocating for members in credit unions.
