Is there a formal notice requirement or process for a branch to change its hours on a Saturday?

Answer: 

No, there is not. Notice requirements to your state regulator or the NCUA apply only to closures or emergency closures. For other changes, best practices indicate advance notice should be provided to members by some method, along with notice at the branch well in advance of the changes, 30-60 days prior, if feasible.
