Electronic vehicle title program to begin in Texas

Posted: Aug 15, 2019 | Author:

On Aug. 19, the Texas Department of Motor Vehicles (TxDMV) will launch eTITLE, a new feature in webDEALER that allows electronic titles to be released directly to webDEALER by a lienholder participating in the Electronic Lien and Title Program (ELT) and facilitates the secure electronic transfer of titles between dealers in the wholesale market.

The title record is sent electronically, and the lienholder stores the electronic record instead of a paper certificate of title. The electronic title is created and held by TxDMV in the state motor vehicle database.

Title applications are submitted and processed through the local county tax office. Under ELT, when a lien has been satisfied, the lender must submit an electronic release of lien. The lienholder is then removed from the record and receives an electronic notification, and a paper title is sent to the owner.

ELT supports electronic lien notifications, electronic lien releases, and conversion of electronic titles to paper titles. When a paper title is necessary for a record with an active lien, the lienholder can request a printed title.

Any credit union that is not currently a "certified lienholder” with the TxDMV but is interested in participating in ELT services can find all necessary information in the TxDMV’s Toolbox.

TxDMV is providing webinars on the new program on these dates and times:
