Bill to allow prosecution of skimmer fraud as organized crime goes to Texas governor

HB 869 by Rep. Cole Hefner (R-Mt. Pleasant) and Sen. Bryan Hughes (R-Mineola) was passed by the House and Senate and now moves to the governor’s desk. The governor can sign, veto, or allow the bill to become law without his signature.

The bill adds "organized crime" language to the statutes regarding credit card skimmers, providing for more effective prosecution of this crime than allowed by current statute. In addition to the "interception, use, or disclosure of electronic communications," the bill also applies to individuals who install or build skimmers or commit fraud through use of virtual skimmers on computers.
