Texas Credit Union Commission Meets on Rulemaking and Strategic Planning

Thu April 16, 2026

The Texas Credit Union Commission met on March 27 in Austin.

The Commission recognized outgoing members Liz Bayless and Beckie Cobb, as well as industry representative Kay Rankin-Swan, who announced she is stepping down. Cornerstone thanks all three for their service and contributions.

The Commission also approved David Borden as Deputy Commissioner. Borden brings extensive experience, having previously served as a TCUD financial examiner and in credit union leadership roles, including CFO.

A key highlight was action on proposed amendments to the merger rule (7 TAC 91.1003). The proposal would prohibit merger inducements, require disclosure of merger-related financial arrangements to members, and align the rule more closely with NCUA standards. Publication in the Texas Register is anticipated April 10, triggering a 30-day comment period.

Additional rulemakings were approved for publication or adoption, primarily focused on technical updates, clarity, and consistency across regulations.

The Commission also approved budget development guidelines for FY 2027 and adopted the agency’s 2027–2031 Strategic Plan.

The next Commission meeting is scheduled for July 17, 2026.
