Government Shutdown: Resources and Support for Credit Unions

Thu October 02, 2025

As of yesterday morning, the federal government has officially shut down after Congress failed to reach a funding agreement. While the duration remains uncertain—the longest shutdown lasted 35 days in 2018–2019—Cornerstone League is closely monitoring developments and will keep you informed as the situation evolves.

Although credit unions remain fully operational and deposits continue to be federally insured through the independently funded National Credit Union Administration, many credit union members could be affected by furloughs, delayed paychecks, or even permanent job cuts. This shutdown carries elevated risks, including agencies preparing for Reductions in Force (RIFs), unpaid work on layoff plans, varied agency staffing approaches, and uncertainty around backpay. Labor unions have already begun filing lawsuits over permanent layoff threats, underscoring the strain on the federal workforce.

To support credit unions across the nation, America’s Credit Unions—working in partnership with the League system—has created a Government Shutdown Assistance website with resources designed to help you serve your members during this challenging period. New materials, including a sample member communication, will be added soon.

Credit unions are also encouraged to complete a short survey to help quantify how the credit union movement is supporting impacted members. Sharing this information with Congress and the public allows your league and system advocates to highlight the credit union difference at a time when it matters most.

“Credit unions have always been on the front lines for their members in times of uncertainty,” said Jim Phelps, EVP, chief advocacy officer at Cornerstone League. “By responding quickly and sharing your impact stories through this survey, we can show lawmakers that our movement is a vital lifeline for federal workers and their families.”

Mark Seale, SVP, advocacy at Cornerstone League, emphasized the importance of open lines of communication: “We know these shutdowns create ripple effects across communities. That’s why Cornerstone League is focused on providing timely updates and advocacy support so credit unions can stay centered on what they do best—serving people.”

Cornerstone League will continue to advocate for swift action to end the shutdown while ensuring Cornerstone members have the tools and information to assist members of their credit unions. Thank you for your leadership and for all you do to support your communities during this time.
