Kay Rankin-Swan meets with Congressman Hurd

Newly elected U.S. Congressman Will Hurd (Texas District 23) recently met with his constituents at a Chamber of Commerce breakfast meeting in Monahans, Texas. Ward County Credit Union CEO Kay Rankin-Swan, who is very active on behalf of credit unions in her district, attended the meeting.

Among his congressional committee assignments, Hurd was named chair of the Information Technology Subcommittee. Hurd identified his prior work experience at a cyber-security firm, FusionX, as part of his qualifications for addressing the ongoing breach issues between retailers and financial institutions.

"I have been trying to get help with cyber security for credit unions and banks," Rankin-Swan told Hurd during the meeting. "Retailers have no incentive to be secure. We have to cover the losses. We even have to pay for the replacement cards every time there is a breach."

Hurd agreed that retailers had to be responsible for some of it and indicated that he would work on the issue. 

During the recent CUNA Governmental Affairs Conference, credit unions from the Cornerstone region pressed congressional staff on the need to enact data breach legislation. Local meetings about this issue with elected officials and staff are also critical; they must hear how much these breaches are costing credit unions in human and financial resources.
