Update on POA Usage for Vehicle Titles in Texas

At this time, credit unions in Texas may continue to use the Form VTR-271 (Limited Power of Attorney for Eligible Motor Vehicle Transactions) and conduct business as usual facilitating the transfer of title and notation of lien interests in private vehicle sales.

A representative from the DMV confirmed to Cornerstone that counties should continue to accept the form VTR-271 when it is presented by credit unions. If counties in your area are refusing to accept the form, please contact Suzanne Yashewski at syashewski@cornerstoneleague.coop who can assist in communications with the county.

The DMV does not yet have an anticipated date for the release of its revised bulletin on the use of powers of attorney, and they suggested it likely will not be completed this summer.  Until that time, DMV considers the restrictions in its Regulatory and Title Bulletin 010-15 to apply solely to vehicle dealers.
