Texas State Affairs Committee Hears Regulatory Reform Bill

House Bill 1290 by Rep. Kevin Roberts (R-Houston) was heard in the State Affairs Committee on Wednesday.

The bill requires that state agencies repeal at least one state agency rule before they can adopt a proposed rule. There are exceptions for rules specifically required by the legislature or that are necessary to protect the health and safety of the public.

Testimony centered on the administrative burden of complying with more regulation and the challenge to small businesses staying in business. The other issue was that other states are more efficient than Texas in some cases when it comes to rules and compliance issues.

The bill was left pending.
