Texas House and Senate Committee Hearings, Week of March 16

The following bills will be heard in committee this week. 

The Senate Business and Commerce committee meet March 17, 2015, to hear SB 189 by Sen. Kirk Watson (Austin-D). This bill gives the holders of automobile insurance protection from an increase or cancellation of their policy if they contact their insurance company to ask a question about their policy. Current law protects owners of homeowners policies, and this bill would expand the protection to include auto insurance policy holders.

The House Investments and Financial Services committee will meet Wednesday March 18, 2015 to hear:

HB 831 by Rep. Helen Giddings (Dallas-D) and HB 1002 by Rep. Yvonne Davis (Dallas-D), these are identical bills. These bills would require mortgage lenders lending under Chapter 343 of the Finance Code to provide information to the surviving spouse of the borrower about the loan when presented a copy of the death certificate and an affidavit that they are the spouse of the deceased borrower.

HB 1454 by Rep. John Raney (Bryan-R) amends the Property Code to require financial institutions that hold accounts and safe deposit boxes to request that owners of these assets appoint a designated representative to receive notices of inactivity on abandoned property. The financial institution would be required to request the information, but the owner would not be required to provide a representative. Notices of abandonment would be sent to the property owner as well as the representative.
